SD Lawmaker wants special session to authorize audit



     SIOUX FALLS, S.D. (AP) - A Democratic state lawmaker wants to schedule a special session so legislators can authorize an independent forensic audit of the South Dakota's participation in a federal investment-for-green-cards immigration program.
 
     Rep. Kathy Tyler of Big Stone City says her House and Senate colleagues will find a copy of the petition on their chamber desks when they arrive in Pierre on Tuesday for Gov. Dennis Daugaard's budget speech.
 
     Her proposal must have backing from two-thirds of lawmakers for the Dec. 30 session to be scheduled.
 
     Tyler says investigations by the governor's office and state attorney general have failed to examine the state's participation in the EB-5 program, the South Dakota Regional Center licensed to oversee the program and SDRC Inc., a private company contracted to solicit foreign investors.
