SIOUX FALLS, S.D. (AP) - Sioux Falls officials say a better
system to register in-home day cares and inform parents about
problem sites likely would not have prevented the recent death of a
4-month-old girl.
Police have categorized Meredith Ulmer's death in a home day
care as accidental. City Councilwoman Michelle Erpenbach syas
that it's "an incredible tragedy."
The city has developed a new inspection process for home day
cares and placed reports online, but officials say the system needs
improvement. The day care the child died in had been cited twice
for having too many children, but only one citation is listed
online.

Meredith Ulmer's legacy might be that her death speeds up the
effort to improve reporting on home day cares.
