President's Day Precipitation Welcomed by Many



    SIOUX FALLS, S.D. (AP) - South Dakota farmers are welcoming the
rain and snow that fell in some parts of the state on Presidents
Day.
     Many areas got a couple of inches of snow or less Monday, though
about 4 inches fell in the northern Black Hills and in the Mitchell
area.
     The U.S. Drought Monitor shows much of South Dakota facing
abnormally dry or drought conditions. Spink County farmer Jarrod
Haven says that farmers need moisture before spring planting
season.
     Spearfish resident Richard Mario Test says that the area has had
droughts in the past in which ranchers had to sell off their cattle, and
nobody wants to see that again.
