The Brookings County commisison decides they will put four
48 inch culverts under County Road 11 to allow water
to flow out of Lake Sinai.
The motion includes a provision that they will only be put
in if only if impacted townships agree to increase the
size of any downstream culverts that need to be bigger.
The move came after nearly two hours of discussion Tuesday
morning.
Dick Erickson of Madison is an attorney for the Lake
Sinai Association. He says a road cannot dam the natural
flow of water and that the county needs to make adequate
provisions for drainage of the lake as if the road didn't exist.
Rod Poppe lives downstream from the proposed culverts
and says he has problems with water on his land and that
these culverts are just going to add more water.
Deputy County Attorney Mark Kratochvil says the county
needs to make a decision and make some effort to ease
the situation. He says the county also must be wary of
unreasonable discharges of water.
The County Highway Superintendent recommended going
with two 48-inch culverts. The Commission voted 3-2 to
put in four, if they can get the cooperation of downstream
townships.
