Brookings sets limits on video lottery
The Brookings City Council passes an ordinance to limit the number of video lottery establishments in the city.
Last night’s action came after a third reading because of a significant change in the proposal during the second reading.
City staff proposed a limit of 27 licenses with an increase allowed for a population increase of 1000.
Based on Council requests, that number was increased to 30 with a new license available for each increase in population of 1000 people. Foster says the change allows for three more licenses before any population growth.
A city cannot regulate lottery tied to on-sale liquor licenses — they’re allowed to have video lottery if they wish and eleven of the 13 in Brookings do so.
Several South Dakota cities including Sioux Falls, Rapid City and Aberdeen have already set video lottery limits.
